Problem installing windows on new pc

I am trying to sort my mates new pc build out. Having a rather strange problem. Whenever we boot off a cd to install windows, it starts loading the setup and then just reboots. It does this with both vista and xp.

His spec is below...

QX6850
Abit FP-IN9
4 x 1GB Corsair XMS2
EVGA 8800GTX
Corsair TX 750w PSU
SATA HDD


I have tried running all the failsafe defaults in the BIOS and using diff DIMMS in all slots but nothing makes a difference. Im thinking either the mobo needs a BIOS update or its faulty. Anyone ever experienced this and found a solution?

does your GPU have all the nessesary power cable plugged in, smae for the 8pin CPU power?
try it with 1 RAM stick

it does sound odd, sounds like overheating or low power, but you have a overspec PSU so that not it.

when it restart quickly go into bios and check your temps, if too high, them reseat your cooler. with enough, not to much thermal paste. lga 775 coolers are trickey, you have to amke sure all the pins have clicked.
