Sounds to me like your PSU could be struggeling to deliver enough power.
The 6/pin & 8/pin power connectors on the 9800GX2 card, will light up either red or green, according to if the card is getting enough juice -or simply connected properly. Check your status indicators!
9800GX2 uses about 360W on it's own under full load. Then you have to take the rest of your system into account. My guess is that your system is banking on the max. of what your PSU can produce in wattage.

the status indicator is on the back its green and the other 1 turns blue looks like its getting the power and lets say the card didnt get enough power y do i hear the windows log in sound seems like it working and the cpu/hard led on my case seem to flicker on and off. so it seems like everything is fine maybe card defect?? idk?

I'm well aware of the indicators on the back of your card.
The indicators I'm mentioning are located a different place. They are placed where you actually plug the two power connectors into the card from the power supply.
Open your cabinet case, turn on your system and check your light indicators on top of the graphic card, where you actually plug in your power to your card.
You're quite right, that it's wierd your system is running in the background. Check your cables to your monitor are plugged properly DVI and power, they could have accidentally fallen out while installing the card.
Maybe you've connected the DVI cable to the wrong connector on the graphics card, try the other one instead.
nvm it works i took the card in and out didnt work but for some reason the 4th time did they trick now it works perfectly fine. Thanks for all ur help tho.
