This fits well with Intel's price cuts since they seem to be having problems getting high enough yields with the 45nm process - obviously cache is a common defect.
Speed doesn't seem a problem though cache does.
I Call it getting the most out of your manufacturing process.

Actually, It would indicate the exact opposite.
Intel is increasing the speed of their bottom end chip and keeping the price the same as their old bottom end chip.
Then they are dropping the prices of the higher models while adding new ones.
So this shows they are having good yields and there is no point to keep the speeds artificially low since they dont have any chips that need to run that slow.
