First of all let me list my specs:
-Q9450 @ 3.4ghz
-2gigs of ddr2 @ 1066
-p5e mobo
-3870x2
-850wat psu
The problem is that when I first put my rig together and oced my cpu to what it is, my 3mark06 score was ~18511. Now when I run 3dmark06 my score is ~11233. Now I now this isnt my cpu that is bottlenecking my video card because my cpu scores on 3dmark are constant. The only thing is my video card fps have changed drastically. They are a lot lower in the tests then they are supposed to be. I dont thing this is a catalyst issue because I have rolled back to my previous 8.3 catalyst in where I first ran my 3dmark06 and got the score ~18511. I just need some opinions in what might be the problem...Thank you for your help
#2 what is the time frame from when you first got the 18511 to the 11233 scores? There could be a chance that your PSU is getting strained on power over time...however, an 850w really shouldn't...as long as its a decent brand.
#3 have you installed additional software? have you run virus/malware/adware scans?
Really, to make the determination of hardware vs. software, you really should do a complete reinstall of the OS and try again. This way, you can rule out software/OS since its a new install. If you still have problems, start looking at your hardware. A couple hours of your time should be well spent if you are seeing a big drop like that and want to figure out if its software or your expensive hardware parts failing...

#1 I used control panel to uninstall catalyst 8.4 then I reinstalled 8.3 and still got the same problems
#2 my psu is thermaltake which is a good brand and I think my video card is getting plenty of power
#3 I dont want to reinstall the os then I will loose all my songs in itunes which is a big hassle
