No, what you are showing there is not a backplate. We would need to know the model of you motherboard or have a picture of the back of it to tell you if you have a backplate or not. What you are showing is just the mounting surface for the motherboard.

That is the motherboard tray. The back plate is stuck to the mobo and is what you screw the HS to. Read some heatsink reviews and you will understand.

Make sure that the back plate is insulated from the mobo, Most have plastic or foam. It looks like that one uses rubber grommets/strips. Just make sure the metal of the back plate doesn't touch the back of the mobo and especially the solder points on the back of the CPU socket.
