My pc is stuck on the boot up screen

Hello,
my pc is stuck on the boot up screen i have windows vistahoe ediion,this is after i replaced the power voltage unit, i dont know what is happening, i tested the mother board by removng the memory cards and restarting it it gave some beepng sound.
when i try to set up or bios, it will get stuck on entering setup, the screen will just say entering setup and get stuck there, please help
