How to recover data from toshiba external hard drive

I have bought a new toshiba external hard drive i am a complete novice at this but when i plugged it in it said no new photographs on this device i hadn't even started it says there is user manual uploaded on the driver it self no idea how you get so please help also how can i see if it has stored any of my pictures

Click start button, Right click "My Computer > Explore
Click your drive letter for the hard drive, then click on folder (s) located on the drive.
