Volume too low - but all settings are maxed

The sound used to be full. For some reason it is now too low. I am maxed out at increasing it. Dell tells me to reinstall windows. I am hoping there is another way to get this done. Can you help?

Check the settings in any of your media programs you use. One may be affecting all programs.

I also had the same problem. I had to enable the BIOS "Secure Boot" option and it works.
