Win xp won't shutdown,keeps restarting

Hello,
i try to shutdown my system.turned off but keeps restarting.my system details:
Win xp
Version 2002
service pack 2
genuine intel R CPU
2140 @ 1.60GHz
1.60GHz,0.99GB of RAM

When it restarts, try pressing F8 to take you into safe mode. If you can get into safe mode, either shut down from there or run SFC /scannow
