improvise cpu water cooling system i believe is just a basic water cooling system. Only reason that improvise was used i believe is because the normal means of cooling computer's and for the most part the CPU is with fans so just talk about how a WC System works to dispel the heat generated by the cpu

If you're expected to improvise, what are the limits you're expected to adhere to? IE Money, Parts that can be purchased, Etc.?

Complete cooling from scratch would require you to have access to machining tools to create the CPU cooling block?

http://www.webx.dk/oz2cpu/pcmod/water.htm

However if you're allowed to at least purchase a a premade CPU cooling block then its definitely doable!

Consisting of:

A cooler probably at least a 10 gal capacity with water in it

a 12v submersible boat bilge pump

old computer power supply and relay,[or use the computers power supply you'll be cooling getting the 12V supply for the water pump off a molex connector]

High Flow W/C CPU Heatsink, [Danger Den or comperable]

Clear polyvinyl tubing, hose clamps and a computer

You can add a cooling radiator, by either using a Transmission cooler, or heater core, automotive type

It all depends on how elaborate you want to go, and what your limitations are.
