modem burnt?

My modem will not disconnect after placing a call or dialing into a server. You hit the disconnect button or give the command, and the modem will turn off, but it will not actually hang up the phone or disconnect from the line. The phone line will still be in use until you unplug the phone line from the modem. When you plug the line back in, it is like taking the phone off the hook, the modem is always connected.
Anyone got any ideas? I have hooked up an external modem and it works fine.

sounds like either a screwed modem, or it is not configured properly.

Any manual, dip switches etc?

It is a gonner. It is being replaced by Zoom.
