Dis-connect the cable, so that Windows starts up. Look in Event Viewer as well as Device Manager for errors.

Is the TV the only monitor connection you are using? Did you set the correct resolution for the model of TV you have? Did you change the input on the TV to the VGA?

I just checked the TV specs, it does not have a VGA input, the plug you are connecting it to may be a service port used to adjust the set if there are any issues.

It has:
Video Interface: Composite, S-Video, SCART

None of those are VGA. Look at the TV again, and make sure what the connections are.

Your TV does not have HDMI either, so no, no use to get one. VGA to HDMI converters are pricy for a usable one. VGA is an analog signal, HDMI is digital, so the converter needs to be one that actively converts from analog to digital.
