I cant restore windows vista with hp restore plus disk

my system is not booting from CD drive....i have checked CMOS setting 1st boot device is CD... actually i want to restore windows vista with HP restore plus disk .... yesterday the system was detecting the restore disk but due to power failure today i am getting error " an unrecoverable error has occurred" plz guide

Will the disk read in another computer ? Can you read any other media in the drive ? Power failure may have damaged hardware.
