In theory, they are (as referenced by this GPUReview), but there may be a performance drop off in the AGP versions due to the Rialto bridge (AGP to PCI-E interface bridge).
Note that both of these cards come in DDR2 and GDDR3 memory flavors.

The gaming performance shouldn't be noticeably different, If you are trying to get a feel for the card through PCIE reviews the main thing to look out for is that the AGP card will use more power than the PCIE variant. This is down to the rialto chip i believe.
