Writing on Motherboard

Hi

This may be a dumb question, if so sorry in advance.

I have been trying to get a new motherboard to work with no success. An Asus Striker.

While I was inspecting the board for damage I noticed that there are marks on some of the onboard chips in black permanant marker.

There are also biro ticks on the serial number tag, is this normal. I have never seen this before.

Doesn't sound good. Perhaps the MB is a repaired MB?
