Trying to put together a new build and having trouble picking out a motherboard. I am planning on running crossfire from the get go. And if I understand correctly, to get full speed out of dual 2.0 pci express slots i have to use either an x38 or and x48 board?

It seems that the new p45 boards only run a 8x in Xfire set up?

Correct. X38/X48 are dual PCIE 2.0 16x and run crossfireX in that configuration. P45 does not.
