I have a 42" Panasonic plasma HDTV connected to a Dish Network 921 receiver
with Monster video cables.

The HDTV programming is nice and clear but the non-HD channels are grainy
and not very clear.

Is there something I can do to get a better picture on non HD channels?

Watch SD signals via S video output of 921 and S video input of your
monitor...and stop wasting your money on Monster cables.
