Mobo = Biostar TP43D2-A7
RAM = Mushkin DDR2 1066 (2GBx1)

when I run CPU-Z it only reads as PC2-6400(400Mhz) instead of PC2-8500(533Mhz).

The voltage for the Mushkin should be about 2.0v, my mobo has it as 1.86v. My NB/SB voltage is at 1.09v. and yes, my Mobo supports DDR2 1066. Any suggestions? Should I just manually overclock it to be 533Mhz? the timings are right.

You could check for BIOS updates. Then, you could definitly set the speeds manually, if they don't work like they should. Don't fiddle with the voltage, though, unless it isn't stable.
