how do you recover the rpc server

Do you mean the RPC Service? Go into Control Panel>Administrative Tools>Services and scroll down to Remote Procedure Call (RPC) and in StartupType, change the option to Automatic. Click on Apply then OK your way out and restart the computer.

I can't think of anything that could turn that Automatic setting off because so many other Services depend on RPC and without it, very few things would work properly. Has something major gone wrong lately?
