Computer will not boot from cold start after overclocking

So I just went from a AMD 5000BE to a AMD 7750BE. I could only get my 5000 to run stable @ 3.05 while my 7750 will run @ 3.15. The only problem is my 7750 will not boot after turning off my computer whereas my 5000 had no problem. I can't even get it to boot if I overclock even slightly. The only way it will start from a cold boot is if I don't OC. I've considered not turning off my computer and just letting it hibernate since it seems to work fine that way, but I'm not sure if that will lessen the life of my components. Anybody with any experience with this chip have a suggestion? Here are my specs. Let me know if you need more info:

AMD 7750BE
4gb 800 RAM
650W PSU
285 GTX
M61PS3 Gigabyte MOBO

If it has been on then yes, it will restart just fine. But if it has been off for a while it will not boot up. I tried to increase the voltage but it got to the point where I was afraid I would fry the CPU.

i bumped the CPU voltage only and at first only to 1.375. I also tried 1.4 and 1.35 and leaving it at default. None of those things worked. Should I go higher than 1.4? I heard that you shouldn't. This was on an overclock of about 3.08 by the way.

here is 3 links from 3 overclockers, each with different voltages.
The last one seems too high to me but...
With my Biostar board I had to set it to 1.38V so that it would run at 1.35 else it would crash, but I am only running a X2 5600. If I set it at stock 1.3 it doesnt even run. So I figure it is my board that isnt letting enough voltage pass.
So I think you should be able to turn it up a bit more with no reason to be afraid.
Your temp is going to be the major concern so keep an eye on it.

Well after experimenting, I've found that any method of overclocking (CPU multiplier or FSB) at any amount will cause my computer to NOT boot after a cold start. I can reset just fine and it will boot up. I can run games and other programs without any problems.

I'm at a loss here and my only solution right now is to just leave my computer on standby when I'm not using it. Anybody out there with a solution for me?

I've had this same issue on my Abit nview board and it was tied to both CPU, RAM, and NB/HT voltage. What does cpu-z say you should run that ram at?
