HP will not boot to any setup or windows

I tried to reboot but now no dos or windows. Pushing the function keys only beep now and screen is dark with a faint light.

F2 doesn't get you into setup, F8 doesn't get you to select safe mode ?
Have a Vista DVD to boot from ? Is this PC or Laptop and how old ?

Have no dvd for boot and this is a four year old laptop maybe if I could get information on how to convert an internal to external and run it on the desktop.

This is an HP pavillion and I think the mother board may have failed.
