Well i setup a little custom air cooling thingy-ka-bob in my office for my computer. Point is temps have dropped DRAMATICALLY.

CPU is at 15c with winamp and google chrome open. Motherboard is at 24c and my 260 OC gtx 216 is at 32c. I also have 5 hard drives in this case and they are ranging from 17c to 28c. Ambient is 28 in the case. The temps have gone even lower sometimes. Cpu even into the single digits. Should i need to worry??

Your temperatures look excellent. No, temperatures being too cool isn't something to worry about. What is the room temperature? Judging from those readings, it's probably pretty cool.

My office is in a cold room, and i live in the northwest. I just wondered if i need to worry when it drops more because it will. Like i said cpu temps will reach single digits and the motherboard can get into the high teens and the GPU in the high 20's. I just wanted to make sure i wasn't hurting it. I guess freezing (0c) would be the limit for being to cold?
