Software to reconfigure win95, win98 to work on winxp or win7

Is there any utility software or any college computer programmers who have an available software to reconfigure win95, win98 to be upgraded to work on WINXP & WIN7

The easy way to do it, is to make new OS be compatible...It is impossible to make a tool to do what you ask...all programs are different. Their are many solutions to make it work.
Some windows 7 solution:
Compatibility more
XP mode
Other visualization solution, like virtual pc or vmware.
