I don't think the 9400 and 9300 series are out yet, but they'll probably suck majorly when they are. Your friend would probably be better off with a 6800 or 78/900 series card, like the 6800 Ultra, 7800gt, 7900gs, or the ATI equivalent. Chances are, they will vastly out perform the very low-end 93xx and 94xx cards.
The 9400GT will probably fall inline with the vanilla 6600 or so, I'd say.

oval you can't disregard the 9600gso/8800gs ya know, fairly cheap and effective up to 16x12. so i think you should move your baseline a little lower and put it the gso's and so as the 3850s
HD3850 is the minimum for a "good" gaming card. But you didn't specify the use for this card, so anything could be used. Avoid the 256MB 8800GT like the plague.
