I am receiving an error "Internet explorer was not able to open this internet site" Also, it seems to be trying to download the pdf file

What is "this internet site" exactly? Is it the only web site that does not work? What pdf file are you talking about?

At some point, us techies will develop mind reading from people who may be a thousand miles away, but that's at least 5 years off, so we need to get info in some other way.
