Seagate sata 500gd hdd size

i have a 500gd hdd sata seagate same one am using to try and install vista onto and having problems

when i first got the hdd it had about 49?.??? (?=cant remember) but it went down to 468gd now it is at 465gd i have formated and delete the hdd but to no avail i no that usually about 2-10gd are not shown but 35gd is a bit far i think or is this usually? and if not then how can i get it 25gd back. the vista formating isnt working then.
