how can i put restrictions on a dvd that i create (picture dvd) so the person cannot make multiple copies?

You can't. Even the encryption used by movie studios has been broken and rendered their DVDs easily copyable.

You could make it difficult to get to by writing your own software to decrypt/view an encrypted set of pictures. You would then include the software and encrypted pictures on a disk. That would not stop it from being copied, but it would make it more difficult.

encryption software isn't' going to help if you ship it with what you are trying to encrypt

You can't prevent it from being copied but you can watermark it

You did not mention that you wanted this to be usable, so...

Lock it in a safe surrounded by concrete burred 200 feet underground. Well, it can still be copied, but it would be tough.

well you could write your own viewer that uses a proprietary image container (instead of jpg, bmp and sorts), but then you would have to find a way to tie in print screen so when it was pressed it changed the picture to a black rectangle
