m3n-ht delux mobo problem..plz help...

Firstly the backpanel usb ports dont work neither does the ps/2 port , ihave tried everything and the people at asus do not reply.i have another problem, when i connect my ecternal harddrive to the usb port,(which works) and then even if the computer is shut down the hard drive keeps getting power i dont know y and if i shake the cpu tower a little , the hardrive acts as if there was a small power lag and it was installed in the usb port again.while shutting down the comuter, if turn off is pressed still the computer boots up with th previous files and windows open man i didnt know asus had such problems

please help
