Cannot activate bluetooth on Win xp

This is a peculiar problem. On my new laptop Fujitsu S7211 preloaded with Freedos, I installed winxp pro with sp2 and all updates. I just cannot get to activate bluetooth. The laptop has working bluetooth as when I run a UBUNTU 8.04 live cd, bluetooth instantly is on and I am easlily able to transfer files to and fro between Nokia and Motorola phones from my laptop.

I have been searching on the net but in vain. Can't for my life get to know what to do. Bluetooth does not show up on device manager or Bluetooth File Transfer Wizard as shown in XP help and also various postings on the net.

I will be greatful if someone could guide me. Incidentally I am also using a wireless router to connect to the internet which is installed on my (old) pc which does not have bluetooth.
