Computer starts up after shutting it down..

So today I tried shutting down my computer through start>turn off computer and after every shuts down, 2 seconds later it starts up again. I tried resetting the bios but the problem persists. Does anyone know what causes this?

My did it. turned out to be dieing PSU. First it was switching on by itself. Then later it became hard to turn it on. Of course first check bios for options like power on keyboard-off, power on lan-off, power on usb-off. Power on - button only. power resume-off or similar. And also check if power button is not stuck short.

If You have or can borrow another power suppply try that.

I have a PCIe TV card that lies to do this to me.

If I take the card out when my PC is re-starting on suspend or shutdown then it fixes the problem, re-fitting the card then allows it to work correctly again.
