Can a ENERMAX 460W Support a Radeon HD 3870 X2? if not, whats the best I can do for $400 that either the 460w can support, or the best I can do for 400$ including a new PSU.

That'll be close and may depend on other factors. What are the specs of the rest of your system and how old is your PSU? Do you overclock?

You would have to give us the specific model # of the Enermax PSU, but without knowing that, I would surmise that it is unlikely that it would have the appropriate power connectors for the 3870X2.
To fully utilize this card the power supply must have 2 PEG connectors, 1 6 pin and 1 8 pin. ATI says a 550W or greater power supply.
