Depends on the RAID card and RAID level... a good quality card with a dedicated processor will undoubtedly be better, a cheap RAID card will often be no better (and some times worse) than Motherboard RAID.
 
if you are doing any sort of raid-5 (or 6) i would suggest getting a good card (as this can eat A LOT of cpu cycles for a few random write like while torrenting)

though if doing raid 0, or raid 1+0, onboard should be fine, there really aren't that many calculations to be done

reason raid 5 and 6 need good controllers is that the parity calcs need some time
