If I have the current HDTV HD DVR, can I record SDTV from that to VHS?

Yes.

Yes. If you record an OTA digital channel of an SD show and try to
transfer it to tape to view on an SD TV, the best you can get is a
picture with a dark band on all four sides.

I Tivo an SD show for my wife, I can record it off the SD channel or
off the digital channel. I found that for transferring to VHS for her
to view on a regular SD TV I needed to record it off the SD feed and
transfer it in "full screen" mode at 480i.

I would expect so (I've done it to DVD, not to VHS).

Not that I've seen. The DVD of a HD 16:9 program I recorded was
recorded in 16:9 and looks good on the same TV where I watched it first,
even if it's just 480i upgraded to 480p by the player.
