Is the performance of this PC usual?
E8400
2x2gb ddr2-800
P5k-pro
inno3d 9800gx2
Windows XP Pro
CoD4 avg 80-90fps vsync turned off and 60fps with vsync, i've seen 120fps+ in a review with a stock q6600 and vista. This is at maximum quality with 1680x1050.
Crysis lags at high 1680x1050 and 4xaa but 40-50 fps when using tweaked very high settings no aa.
Is there a problem?

well im not sure. i get 20-35 fps with cod4 every thing maxed vsync on and aa on 2( 1680x1050 ) with my e6750 and 8600gt. with crysis i cant even play with all settings on medium and no aa ( lower resaluton ). maybe since you are using xp the games dont like not having dx10. if it is something else is wrong i would say that ether your screen size is to small to fully use this card or your processor is bottlenecking. i doubt its the last suggeston. you do have a 22in monitor right?

It's about right. That's the expected performance for 9800gx2.
