Antivirus software can't even find the virus on this one

this keep popup on my screen when i start the pc16 bit MS-DOS Subsystem
c:\windows\system32\windstr.exe
the NTVDM CPU has encountered an ellegal instuction
cs:0576 ip:010d op:63 61 74 69 6f choose 'close'to terminate the appliction
and i do run the scan, and it said no virus find .
how do I fix this problem. look like antivirus software can't find the virus on this one.
