Desktop black not able to get safe mode

Your issue is rather vague, and not knowing what you have tried will probably lead me to be redundant, but, here goes !

1. Do you observe any lights on startup, eg hard drive activity, A drive, cd rom drive ? - Are there diagnostic lights on computer ? (usually on back .

2. Tried booting without CMOS battery ?

3. Tried booting with Windows install disk in CD drive ?

4. Tried Monitor on another desktop, using same cable ?

5. Computer Make/Model ?

Most Dell Pc's (and portables) came with either XP or Vista and unless your model Pc is one of the latest, I expect that you "upgraded" to Windows 7 rather than just leaving it at Vista. There are very few drivers for Windows 7 on Dell specific PC's and portables.

Check the Dell website for drivers.
