Yes that PSU should be enough. Just be aware that if you want to upgrade your graphics card or overclock a lot in the future you may not have enough.

Although at $30 it is tough to beat cost wise. I have heard though and perscribe to the fact that you should never skimp on a power supply. The reviews are good for the Antec Earthwatts 430 so you should be good.

The Antec Earthwatts 430w is fine for any single card GPU with the possible exception of the GTX280-GTX260. I'd have no hesitation on running it with the HD4870 and it sells for after rebate at $30. I wouldn't use it for crossfire, but people have used lower quality and lower wattage power supplies to run a 8800GT SLI set up.
