I recently had to rebuild my system.
Several days ago before my rebuild I was able to make an ISO from a DVD at 16x. Average time was under 10 minutes. According to Drive Speed I am now only reading at 8x. My transfer rate is about 5500 KB/s.
I have updated the drives firmware. I am using a Q6600 which would only go to 50% load when encoding so I do not believe it is a matter of CPU power.

I am at a loss. Any suggestions on what to try or where to look are appreciated. Thanks.

Most likely you did not connect the optical drive properly when you put the parts back together. Have you checked for any loose connections and the like?
