I have a GA EP45-DS3L updated to the F7 BIOS. Memory is Corsair CM2X1024-6400C4 (2.10V 4-4-4-12). The memory is on the certified list.

The BIOS Optimized Default settings boot this system to memory voltage of 1.8V and 5-5-5-18.

Is it normal for the BIOS to default to the lower memory voltage with looser timings? Or is it expected that I change the voltage/timings manually?

You need to change the voltage in the bios to 2.10v (+0.3) and change the timings to those 4-4-4-12.
The bios defualts to standard settings.
