So I'm assembling a computer from old (cpu, ram, hdd) and new parts (mobo, vid, psu)

when i boot, i dont get any notification beeps, though the cd drives are powered (open and close) and hard drive seems to read for a few seconds.

also the monitor gets no signal, not even from bios screen, so i dont know whats going on. could it be a bad cpu? the mobo is new.

Having a similar problem on a 4 year old P4 - 3.0. I installed a new power supply and it worked for a day, then same problem as described by Op.

try clearing CMOS using the onboard jumpers (remove power cord and battery, set from 1-2 to 2-3 and wait 30 seconds while holding in the power button, then release power button, flip it back to 1-2 and place the battery back in, then put the power cord back in and try again)
