Scanning with avast, once i rebooted, windows failed to start.

I was scanning with AVAST on a boot up scan and after I rebooted I got message - "STOP: C00000135 {unable to locate component) This application has failed to start because consrv was not found, Re-installing the application may fix the problem."

I can't boot into Safe mode. System repair doesn't fix it, i tried everything.
Does anyone know how to fix this?

Booting from a rescue disk (or USB), updating the definitions, then scanning may do the trick.

I tried a recuse disk, can you lead me to what to do?
