SD card capacity keeps getting smaller

When I check properties it says I have quite a bit of room left but when I try and move files it stops at a certain point and won't let me move any more. I tried deleting all the files and it seems like now when I try the space gets even smaller. Do i need to reformat? if so, how do I do this?

Go into disk management in the control panel, delete the partition and create a new one formatting it.
