When they say don't overclock past 1.4 Vcore. Does that mean CPU-Z voltage or the BIOS voltage? Thanks in advance!

The 6600 can go past 1.4V. In fact, the 65nm parts (such as the 6600) are fine up to about 1.5-1.55V or so (and it is BIOS voltage typically).

The question is though how high are you trying to overclock and do you really need to take it up to higher voltages?

Correct, IIRC. They will run fine at that voltage, unlike the 45nm parts which have a max voltage of 1.3675 according to Intel. Also, you can slightly exceed those recommendations and still be fine. I'd feel comfortable up to about 1.4V on a 45nm part, and 1.55V on a 65nm part. Of course, this assumes good temps.
