Can't get my Graphics card to work with my EVGA 630i

Ok I tried different things and nothing so far has worked on my EVGA Geforce 7100/630i uATX motherboard. No matter what GPU I put into the PCIE-16 slot it won't use it. I tried the Geforce 8800Ultra and now the ATI Radeon 4850. All I am able to use is the onboard graphics. Dose this mean that the PCIE-16 slot is dead and to RMA it or buy a new one? Is there another BIOS option that disables the onboard GPU? I even tried pulling out the battery and resteting cmos.
