No. Power supply is always unplugged during construction. You can also equalize static between you and the PC by simply touching the metal part of the case. Just do this often and after touching anything else each time before you touch a component.

I used a wrist band just to be safe, thats what I would recommend especially since you're a beginner. Better safe then sorry, eh?

I'm similar to Nukemaster. I never use a wrist band and sometimes work on a carpet because its softer. I just touch the case frame often to prevent any static buildup. I've been called crazy at times, but after over 30 years with computers, I haven't lost a component yet. Well, except for that screw that disappeared in the carpet. I figure my bare feet will find it someday.
