The FX line used to be the high-performance line up of AMD. Since intel released core 2 the fx line died since it was outperformed by a significant margin. AMD has produced a few black edition Phenoms that try to fill the gap until they decide to make a new FX line. Once the transition to 45nm is done, i'm pretty sure they will revive the FX line.
They used to even have the FX ones in their roadmap but removed it, just like they removed the Phenom X2. Right now all things mentioning FX are either outdated or refer to a future product that has yet to be announced.

Hold off until you can get a board with the SB750 southbridge on it. These boards have allowed for up to 400Mhz increases in overclocking with Phenoms.

Of course if your not gonna OC then any ol' board will do.
 
I hope not. That is, I'm sure AMD will produce other chipsets in the future that will offer 16x 16x, but I hope they call them something else, not 790gx. Just imagine the confusion if they call them all 790gx from now on :) nVidia did that with their 8800GTS cards and got lots of (deserved) criticism for it.

If you're thinking of some future driver/BIOS updates, no, you can't add more PCI-E lanes through software. If you buy a 790gx MB now, it will stay at 8x 8x regardless of BIOS updates and drivers.

I'd pick the Asus 790fx + 9850be. I just like quads, and it's the cheapest of all 3 combinations. :)

I don't think the 9950be is really worth the extra $41 compared to 9850be, simply because the 9850be is already fast enough for all practical purposes.
Games will normally care about the GPU, not the CPU anyway.
