Hey guys I am a complete noob to overclocking processors. here's my specs.

My processor idles at 41C (I know, that sucks doesn't it? did I apply too much thermal paste?)

Processor: phenom II 720
MotherBoard: Asrock a780GXE
Memory: G.SKILL 4GB ddr2 1066
VideoCardS: two 4830's in crossfire
Case: coolermaster rc-690
PowerSupply: Coolermaster 750W real-power-pro

And...

I want to use the overclocking tool that came with my motherboard, it's called asrock OC tuner.

These are the options I have for overclocking

Cpu frequency is at 200, PCI-E is at 100, CPU multiplier is at 14.0, and HT link ratio is at x10.

I can change any of these options, just how do I do it and by how much?

Try reapplying the thermal paste, and see if that helps. Also, check when you take off the heatsink that the paste spread evenly.

I'd advise you to overclock through the bios, though. Also, don't touch the PCI-E speeds.
I haven't OC'd amd processors, but I imagine that you'll want to be changing the cpu frequency and multiplier.
