With a Gigabyte MB GA-P35-DS3L
I can load Vista with no issues from the CD.
When I try to load XP it shows hardware errors and will blue screen.

I am using SATA drives for the HD and CD Rom (yes the CD Rom is SATA as well).
No IDE devices, I have that turned off and the CD is set to first boot device to load the OS.
The original Vista partition has been deleted to put the computer back in a new state.

XP will not load, it's like it can not recognize the SATA controller on board.
If I use the F6 to load a seperate driver it wants a Floppy drive, and there is not one so that is not an option.

Anyone know how to get XP loaded?

Set the SATA ports to IDE not AHCI and XP will install fine. There is no need for AHCI unless you want to run RAID, Hotswap or NCQ, none of which you will be using.

If you have another computer, you can download nlite and slipstream the sata driver into the windows xp disc and it should be able to install no problem. If he changes it to ide, he will have a performance hit on his hard drive.
