if the resistor is bad on a jump drive, can the data still be recovered? not too costly?

How do you know it's a bad resistor? any components on it would be totally sealed and so small you wouldn't be able to see them without the aid of a very powerful microscope and certainly not able to test them.
As to data recovery, it depends, what sort of error are you getting?
If you need to send it to a data recovery service it could be very expensive, you would be looking at $$$+
