Power supply issues

I am running a intel quad core 2.4ghz, 8 gigs of ram and a 9800gx2. However, I can't get the computer to power up. I have tried two different mobo's, two different cpu's, two different power supplies (800 and a 850). My hard drive is a sata 640 gig western digital. Is it a power issue or does anyone else have an idea?

2.4ghz Core 2 Quad, huh? You must have full clearance to restricted Intel fabs. I think you mean Q9300.

When the pc is turned on, is there any light/fan activity? For a new build, you may have to try each stick of ram in each slot, set up ram options in bios and then install the rest.

I think it is the gpu. I tried the memory as you suggested but to no avail. I put my radeon 4870 on the mobo and the computer works fine. However now I am having OS issues. When the OS starts to load files onto the hard drive the computer restarts. Any ideas? my mobo is a GIGABYTE GA-MA790X-DS4 AM2+/AM2 AMD 790X ATX Ultra Durable II AMD, amd phenom 9750 and a western digital 640 gig hard drive.
